If carrier's authorised representatives discover a ticketless person, a fare ten times the price of the covered distance is chagred to the ticketless person — from the boarding station to a station with a functioning booking office at which such person will be removed; previously, a ticketless passenger was removed at the first station with a functioning booking office and was charged a ticket price.
